The Dremel can drill small holes, simply because the chuck sizes is small. You would need to use a very low speed, since drilling concrete is not like drilling wood (the bit will get hot and break if you go to fast). I would recommend using a real, standard drill for this, not the Dremel.

the rotozip spins at a MUCH faster speed than a regular drill… You can give it a try, but I have a feeling the bit will really try to walk on you…. Plus, without a base to press against the workpiece, you’ll have a hard time holding on to the drill.
